DEKALB COUNTY, GA—The DeKalb County Board of Education voted on Wednesday(Oct. 15) to accept the resignation of Devon Q. Horton as superintendent of the DeKalb County School District, effective Nov. 15. Horton’s resignation comes one week after he was indicted on federal corruption charges concerning the Evanston-Skokie School District 65 in Illinois, where he formerly served as superintendent. The indictment includes 17 counts including fraud, theft and tax evasion in a kickback scheme.
School Board member Tiffany Hogan was the only member who voted against accepting Horton’s resignation at the special called meeting on Wednesday.
The DeKalb School Board said in a news release that the resignation agreement replaces the due process hearing under state law. Horton had been placed on paid administrative leave on Oct. 9 and has now been relieved of those duties.
In addition, the school board has authorized a forensic audit of district contracts and purchasing card (P-card) statements to ensure full transparency and accountability, officials stated in the news release.
“Given the recent federal indictment involving Dr. Horton related to his employment in a prior school district, the Board believes this action is in the best interest of the DeKalb County School District,” stated Board Chair Deirdre Pierce. “We recognize the seriousness of the situation and remain committed to transparency, accountability, and maintaining public trust. While there will be changes ahead, please know that the Board remains fully committed to our ongoing work, including initiatives such as the Student Assignment Project (SAP), and providing a high-quality education for all students.”
The Board named Dr. Norman C. Sauce III as Acting Supperintendent on Oct. 9, 2025. Sauce, who previously served as the district’s Chief of Student Services, brings extensive leadership experience and a deep commitment to supporting students, staff, and families across DeKalb County.
“The Board has full confidence in Dr. Sauce’s leadership during this transition,” said Chair Pierce. “His experience, steady demeanor, and strong relationships within the district will help ensure continuity and focus on what matters most, the continued success of our students and staff.”
The DeKalb County Board of Education will work closely with Dr. Sauce to ensure a smooth and seamless leadership transition, the Board said in a statement.
