Conyers Police Department supervisor arrested for misusing Flock license plate reader to track partner

CONYERS, GA—The Georgia Bureau of Investigation (GBI) has arrested Paige Forte, a supervisor at the Conyers Police Department, for misusing the police license plate reader system for personal use, authorities said on today, July 23. 

Investigators said Fort accessed the Flock Safety Automated License Plate Reader system multiple times to determine the location of the vehicle driven by her domestic partner. 

Police Chief Scott Freeman said the department acted immediately after uncovering evidence of the alleged misconduct. 

“The integrity of our department depends on the public’s confidence that we use technology responsibly and within the law,” said Freeman. “When we discovered information suggesting our policies may have been violated, we acted immediately by launching an internal investigation and requesting an independent criminal investigation by the Georgia

Bureau of Investigation. No employee is above the law, and we will continue to hold ourselves to the highest standards of accountability.”

The misconduct was found after Conyers Police Department recently conducted an audit of its Flock Safety Automated License Plate Reader system to ensure compliance with agency policies governing the use of the technology, authorities said.  

During the audit, the department identified suspicious search activity involving Forte, a supervisor in the Real-Time Crime Center (RTCC).

To ensure an independent review of any potential criminal conduct, the department requested that the GBI conduct a criminal investigation. At the same time, Forte was placed on administrative leave, pending the outcome of the department’s internal investigation.

Forte’s arrest is one of several recent GBI cases involving the alleged misuse of license plate reader systems by law enforcement personnel. In recent weeks, the GBI arrested a former DeKalb County Sheriff’s Office sergeant and former officers in Albany after internal audits and investigations uncovered allegations that license plate reader data had been accessed for non-law enforcement purposes.

The GBI is handling the criminal case involving Forte. Conyers Police Department’s internal investigation into the case is ongoing, authorities said.
