DECATUR, GA – DeKalb County CEO Lorraine Cochran-Johnson has announced the appointment of Eugene McKinnie as Director of Sanitation, effective immediately.
McKinnie brings more than three decades of public-sector leadership and operational experience in solid waste management and environmental services. His career reflects a deep understanding of sanitation operations, beginning on the back of a rear-loader and rising through the ranks to lead major municipal programs and departments across the country.
“Eugene McKinnie’s extensive experience and hands-on leadership style make him an exceptional addition to DeKalb County,” said CEO Cochran-Johnson. “His commitment to operational excellence, innovation, and employee development will help strengthen our sanitation services and ensure we continue delivering reliable and responsive service to our residents.”
Throughout his career, McKinnie has served in leadership roles across several municipalities, including Deputy Commissioner for the City of Atlanta, Assistant Director for Metro-Nashville Consolidated Government, Deputy Director for the City of Denton, and Environmental Service Manager for the City of Dothan. His expertise spans fleet management, renewable energy initiatives, asset management, and large-scale operational improvements.

McKinnie holds a Bachelor of Business Administration, a Master of Arts in Organizational Leadership, and a Master of Arts in Human Resources Management from American Public University. He is also an active member of the Solid Waste Association of North America (SWANA) and previously served on the executive board of the Municipal Waste Management Association (MWMA).
As Director of Sanitation, McKinnie will oversee the county’s solid waste collection, recycling, landfill operations, and environmental services programs, while advancing initiatives that promote efficiency, sustainability, and service excellence for DeKalb County residents.
