DECATUR, GA— DeKalb County announced the adoption of an amendment to its current County Purchasing Policy in alignment with the Public-Private Facilities and Infrastructure Act (P3) found under O.C.G.A. §36-91-110 et seq. This policy amendment enables the County to formally accept unsolicited proposals from private-sector partners for qualifying infrastructure and public-use projects.
This policy change marks a significant step forward in expanding DeKalb County’s ability to leverage innovation, accelerate project delivery, and explore cost-effective solutions through strategic partnerships.
“With the adoption of this policy, DeKalb County is opening the door to new ideas and forward-thinking solutions that can help us meet the growing needs of our community,” said CEO Cochran-Johnson. “We are committed to pursuing partnerships that enhance service delivery, strengthen infrastructure, and create long-term value for our residents.”
Under the newly adopted policy, private entities may submit unsolicited proposals year-round for projects that serve a demonstrated public purpose or need. These proposals may include concepts for planning, financing, constructing, operating, or maintaining public infrastructure and facilities.
All submissions will undergo a structured and transparent evaluation process to ensure alignment with the County’s priorities, financial responsibility, and community benefit. Upon receipt, proposals will be reviewed by an evaluation committee and may result in either rejection or advancement to a competitive procurement process, in accordance with state law and County policy.
The policy outlines clear requirements for proposal submissions, including project feasibility, financing plans, anticipated community impact, and the qualifications of the proposing entity. It also ensures that any accepted unsolicited proposal will be subject to a competitive solicitation process to promote fairness and transparency.
“This policy ensures that while we welcome ground-breaking ideas from the private sector, we remain committed to accountability, transparency, and the responsible stewardship of public resources,” said Board of Commissioners Presiding Officer Chakira Johnson.
Unsolicited proposals must be submitted in writing to the DeKalb County Chief Procurement Officer, with detailed information sufficient to support a comprehensive evaluation.
The adoption of this policy positions DeKalb County to proactively address infrastructure needs, support economic development, and deliver high-quality services through collaborative partnerships.
