DECATUR, GA– Antwyn Brown has been appointed Deputy Chief Operating Officer (DCOO) for DeKalb County Government.
DeKalb County CEO Lorraine Cochran-Johnson stated that Brown will assist Chief Operating Officer Zachary Williams in overseeing the county’s operational departments and advancing DeKalb’s commitment to efficient, transparent, and customer-focused service delivery.
“Antwyn Brown brings exceptional experience, analytical skill, and a deep commitment to public service,” said CEO Cochran-Johnson. “His leadership will strengthen our operational effectiveness and ensure that DeKalb County continues to meet the needs of residents with excellence and accountability.”
A seasoned leader in public administration, Brown has more than two decades of experience in state and local government, education, and the nonprofit sector. He has held key roles including Chief of Staff and Policy Analyst for the DeKalb County Board of Commissioners, Chief of Staff for the DeKalb County Board of Education, and Deputy Chief Operating Officer for the DeKalb County School District.
Throughout his career, Brown has focused on aligning budget priorities with policy outcomes, managing capital improvement projects, evaluating performance, and implementing strategic initiatives that enhance service delivery and equity across diverse communities. Known for his collaborative leadership style, he has built strong partnerships across agencies and stakeholder groups to address complex challenges with practical, results-driven solutions.
As Deputy Chief Operating Officer, Brown will support the daily management and administrative oversight of DeKalb County’s operational departments, ensuring services reflect the county’s core values of transparency, responsiveness, and community impact.

A native of Mississippi, Brown earned his Bachelor’s Degree in English-Journalism from Tougaloo College and a Master’s Degree in Public Policy and Administration from Mississippi State University. His lifelong dedication to education, equity, and community development continues to guide his public service.
