DeKalb County appoints Scott Shelton as Chief Information Officer of IT Department

DECATUR, GA—Scott Shelton has been appointed as DeKalb County’s Chief Information Officer (CIO), placing one of the County’s most experienced technology leaders at the helm of its Innovation & Technology Department.

DeKalb CEO Lorraine Cochran-Johnson stated in an announcement that Shelton brings more than 20 years of information technology leadership experience to the role, including 16 years serving DeKalb County. Having successfully led the department as interim CIO, Shelton has guided the County through a period of significant technological modernization while strengthening IT governance, enhancing cybersecurity, and advancing innovative digital services for residents and employees alike.



“Technology is at the center of how we deliver efficient, transparent and responsive government,” said Cochran-Johnson. “Scott has demonstrated exceptional leadership, vision and a deep commitment to public service. His expertise, collaborative approach and proven ability to modernize complex systems make him the right leader to continue advancing DeKalb County’s technology infrastructure and ensuring we remain prepared for the future.”

As CIO, Shelton oversees technology operations supporting more than 40 County departments. His responsibilities include maintaining secure and reliable technology systems while driving innovation that improves operational efficiency and enhances services for residents. 



Cybersecurity remains a top priority, alongside the strategic implementation of emerging technologies, including the responsible adoption of artificial intelligence to strengthen government operations without compromising data security or public trust.

Among Shelton’s most notable accomplishments is leading the modernization of the County’s Human Resources, Payroll, Benefits and Pension Administration systems, creating stronger enterprise platforms that better serve the County’s workforce. Throughout his tenure, he has also led technology initiatives supporting several DeKalb County departments, improving technology integration and service delivery.



“It is a great honor to serve DeKalb County as Chief Information Officer,” said Shelton. “Technology has the power to improve how government serves its residents, and I look forward to continuing to build a secure, innovative and resilient technology environment that supports our employees, strengthens public services and prepares DeKalb County for the future.”

A Certified Government Chief Information Officer (CGCIO), Shelton earned a Bachelor of Science in Management Information Systems from Florida State University and is currently completing his Master of Business Administration at Kennesaw State University.
