CONYERS, GA—Conyers City Manager Tony Lucas announced the appointment of Scott Gaither, formerly deputy director of Planning and Inspections, as director of the department effective immediately.
Gaither succeeds Marvin Flanigan, who retired ON April 30 as the first director of the department after 43 years of service.
Gaither joined the city of Conyers in 2019 and has more than 20 years of professional planning experience. Prior to joining the city of Conyers, Gaither served as planning director for the city of Covington and as a planner for Rockdale County. Gaither holds a Bachelor of Science degree in urban policy studies and governmental management from Georgia State University and numerous certifications in municipal planning and community development.
Gaither is a graduate of the Conyers Rockdale Chamber of Commerce Leadership Rockdale program, and a member of the American Planning Association and Georgia Planning Association.
“Scott always maintains impeccable professionalism and demonstrates a superb
public speaking skillset every time he delivers information to our mayor, council, committees, and citizens,” said Lucas. “He is an excellent liaison between the city and planning-related committees including the Conyers Rockdale Planning Commission, Conyers Historic Preservation Commission and the Conyers Boarof Zoning, Appeals and Adjustments.”
As director, Gaither will oversee the management of operations for Planning and Inspections, which include permits, building inspections, business and occupation registration, alcohol licensing, code enforcement, geographic
information systems, subdivision development, and historic preservation.
“Marvin Flanigan has left quite a legacy in establishing and growing the city’s
planning department in tandem with Conyers’ growth over the years. We’re
excited to see where Scott’s leadership and contributions will take the department next,” said Lucas.
