ATLANTA- Beginning Wednesday, Sept. 9, county election officials in all six counties in the Aug. 25 Special Runoff for U.S. House of Representatives District 13 hand counted randomly selected ballots as part of a risk limiting audit (RLA). The purpose of the audit was to confirm the accuracy of the results.
The audit confirmed that Democrat Everton “E.J.” Blair defeated fellow Democrat Marcye Scott in the runoff to fill the unexpired term of long-time Congressman David Scott, who passed away on April 22, 2026 at the age of 80. Marcye Scott is the daughter of David Scott.
A risk limit of 5% was set for the RLA, a limit that is among the best in the country for jurisdictions who conduct RLAs. Additionally, a ballot image audit was conducted that reviewed all ballots cast in the race, which confirmed the results with 100% accuracy.
Both the RLA and the ballot image audit confirmed the outcome of the contest.
For the RLA, county election officials audited a total of 37 batches of ballots. None of the batches had any deviation from the original candidate vote totals.

The ballot image audit reviewed ballot images of all 18,380 ballots cast in the contest and confirmed 100% accuracy.
Secretary of State Brad Raffensperger praised the outcome of the audit.
“Our risk-limiting and ballot image audits provide voters with 100% confirmation that every vote was counted accurately” said Raffensperger. “Georgia continues to lead the nation in election integrity, transparency, and voter confidence.”
